4.     Technical Advisory Committee (TAC) Update

a.     WMS leadership provided a brief update. VCMRR034 was approved via separate ballot due to 1 opposing vote and 3 abstentions. There was also a separate ballot for NPRR1165 with 1 opposition.

b.     TAC discussed upcoming revision requests associated with large flexible loads (LFL). Four have been filed this week.

c.     TAC approved all other voting items.

d.     Folks are reminded of the numerous workshops on the calendar.

 

5.     ERCOT Operations and Market Items

a.     2023 Q2 Settlement Stability Report

                                               i.     ERCOT presentation posted and given. There was a pricing resettlement for operating day 2/5/23.

b.     2023 Q2 Unregistered Distributed Generation (DG) Report

                                               i.     ERCOT presentation posted and given.

c.     EMS Upgrade Project Update

                                               i.     ERCOT presentation posted and given.

 

6.     New Protocol Revision Subcommittee (PRS) Referrals (Vote)

a.     NPRR1170, Capturing Natural Gas Delivery Information for Natural Gas Generation Resources

                                               i.     ERCOT and Joint Commenters were given the ERCOT is trying to increase their situational awareness around gas/pipeline availability. They need information from QSE’s regarding from where they obtain gas.

                                             ii.     Joint Commenters, from the generation sector, filed comments to discuss that the daily submissions that ERCOT outlined don’t align with the way the obtain fuel. They talked with ERCOT about what they could provide that would achieve ERCOT’s purpose. These comments reflect that discussion.

                                            iii.     It was noted that at Gas Electric Working Group, it was suggested that ERCOT staff a Fuel Supply Risk Desk, and that this information would help inform that platform.

                                            iv.     ERCOT Market Operations noted that GSWG is a forum for communication, but the WMWG contains the stakeholder and voting structure.

                                              v.     Tabled on the combo ballot and referred to WMWG

a.     NOGRR215, Limit Use of Remedial Action Schemes (CMWG)

b.     NPRR1070, Planning Criteria for GTC Exit Solutions

c.     NPRR1162, Single Agent Designation for a QSE and its Sub-QSEs for Voice Communications over the ERCOT WAN (WMWG)

d.     NPRR1172, Fuel Adder Definition, Mitigated Offer Caps, and RUC Clawback (RCWG)

e.     NPRR1179, Fuel Purchase Requirements for Resources Submitting RUC Fuel Costs (RCWG)

f.      NPRR1181, Submission of Seasonal Coal and Lignite Inventory Declaration (WMWG)

a.     VCMRR033, Excluding Exceptional Fuel Costs from Fuel Adders (WMWG) (RCWG)

                                               i.     It is expected that ERCOT would withdraw this revision, since the issue was addressed by NPRR1177.

b.     VCMRR037 Related to NPRR1172, Fuel Adder Definition, Mitigated Offer Caps, and RUC Clawback

 

9.     Combo Ballot (Vote)

a.     Ballot passed

 

10.  Demand Side Working Group (DSWG)

a.     Presentation posted and given by DSWG leadership.

 

11.  Other Business        

a.     There was discussion about holding a workshop for the 4 new LFL-related revisions for LFL’s and RUC. This is likely to be held on August 14th for a full day.

b.     Review Open Action Items

                                               i.     No changes

c.     2024 Meeting Calendar

d.     A QSE noted an issue over the July 14th weekend, where there were some issues with reporting and information around system outages, stating that they had reached out to ERCOT to open tickets because they didn’t have information. They asked ERCOT to provide market notices. ERCOT asked the QSE to provide them with specifics so that they can work the issue.
