Agenda

1)    Antitrust Admonition, Welcome and Introductions

a)    Today’s main topic is interconnection issues.

b)    One utility (Denton) asked about a project that started the “normal” interconnection process for generation to interconnect a large load. They did the transmission upgrades necessary. They have to first phase online, but now they are trying to model the second phase. They can only submit 50 MW of HSL in COP and the load is larger than that. It appears that ERCOT is applying the 75 MW limit to the site, not to the project phase. They pointed out that this needs to be addressed.

c)     Other stakeholders said that they’d had similar issues. ERCOT stated that they are tracking 40-50 of these, which are all at different stages. The tracking process is inefficient. ERCOT suggested working with their resource registration or planning folks.

 

2)    Large Load Interconnection Process Review

a)    Leadership presented flow diagrams of the existing interconnection process, and summarized the process. These represent the draft process. Stakeholders are invited to provide comments to ERCOT and TSP’s if they have feedback.

b)    Stakeholders suggested breaking these charts into subparts or finding another manner to provide more detail so that folks can know what to expect of the process.

c)     Edits will be made offline and brought back to the group.

 

3)    Interconnection and Planning Issues Review and Assignments

a)    This issues list was reviewed. Some topics, for interconnections and planning, didn’t have champions after the last meeting. The group tweaked these items and assigned owners to them.

 

4)    Review Lancium Whitepaper

a)    Lancium presented their whitepaper. It addresses large flexible load definition, load shed obligations, the CDR/SARA, and operational forecasts and takes a first cut at looking at these issues in greater depth.

 

5)    Next Meeting

a)    Members were asked to consider how long they need to work through the issues they have been assigned. The next meeting is likely to be held at the end of June (likely June 29th) after subgroups and champions have had time to work through on issues.

b)    Those who’ve had issues with the list serve in the past should try again to subscribe. Issues appeared to be resolved, although commenters noted that they hadn’t received a confirmation email.
